Confusing because House & Senate are using different rules. 

Latest on Testifying / Public Comment in the 2022 Legislative Session

Commenting / Testifying at Committee meetings will once again be hybrid. You can testify / comment virtually or in person (with some conditions)

and click on the relevant link. It should give you instructions on how to make public comment virtually.

In person testifying / commenting in person in the Senate Committee: You can go to the Committee room and speak. There may be some limitations on the number of people in the room.

In person testifying / commenting in person in the House Committee: You can go to the Committee room and speak. There may be some limitations on the number of people in the room. The Committee will provide you with a device to speak so people listening on line can hear you. Committee members will mainly be participating by Zoom. They are allowing the public to speak in person because they may be up there for Senate Committee hearings that will be in person. If you only want to testify / comment at the House hearing probably best to do virtually.
