They've already been 'tinkering' with it. I say codify it in clear language, as a woman's right to manage any part of her own body. They think they would have to take the big step of stating when a fetus has human rights. That's what they see as a potential for arbitration later. But all they have to do is state that any human's body is autonomous, even a woman's!
