Dummy bills are bills used by the Legislature to get around the deadline
for filing new bills. They carry the  title of,"Public Peace, Safety &
Welfare" . Surprised they didn't add "motherhood". Two of these bills were
recently signed by the Governor while still carrying the "dummy" title.
