Yes, there are lots of dummy bills. 

House Judiciary isn't scheduling any of the modernizing bills or gun bills - tomorrow's schedule has only 4 bills.  Do they expect the cannabis bill to take up a lot of time?

They do not have any content when filed, later they can add content. This is a blatant violation of the spirit of the filing deadline and some very bad things have happened when they add content. We have to keep an eye on these.

I also have to say that some bills that the League supports have also been passed using "dummy bills". We still condemn the practice.
