The Legislature files what we call "dummy bills". These all have the same title, "Public Peace, Health, Safety & Welfare"

They do not have any content when filed, later they can add content. This is a blatant violation of the spirit of the filing deadline and some very bad things have happened when they add content. We have to keep an eye on these.

I also have to say that some bills that the League supports have also been passed using "dummy bills". We still condemn the practice.
