I believe that the Priority Category isn’t just about Water. It is about Environment, which also includes climate change, wildlife protection, etc.  Oil and gas royalties might be included or fit with Education.

I think our environment group has to convene a meeting to discuss these and make recommendations to the Action Committee.

We usually do not support specific appropriation bills because we have so many of them in all of our priority ares.
We have supported appropriation bills that are necessary to implement a specific piece of legislation we supported.
we supported a water appropriation in the last session because it met that criteria.

It is a delicate balance.
