I have done both Cataract and Deso with a motor on my Cougar and on both rivers my registration was checked. As for a motor mount I have built 3 for my cat frames. 14 ft NRS does not describe much, cat or raft? If it is a cat there are lots of way to make one it depends on the style of frame how hard it gets.  On one frame I changed out two bars for longer ones added a couple of special scaffold cross fitting and built a cross bar to mount the motor. Another Just had to weld two AL plates to the end bars. The third bent a piece of steel tubing added a cross bar, welded on two plates and used NRS tube fittings to attach it.

With a motor you have followed the correct path.  The law requires all water craft powered by non-human power to be registered.  This includes sail boats. I have a 20' tandem kayak that has a sail rigging. I do not have to reg the kayak unless I raise a sail, and then it has to gave numbers on it.

Sail boats, jet ski/craft, power boats, and anything w/ a trolling motor- yes
