With a motor you have followed the correct path. The law requires all water craft powered by non-human power to be registered. This includes sail boats. I have a 20' tandem kayak that has a sail rigging. I do not have to reg the kayak unless I raise a sail,
and then it has to gave numbers on it.
So in general, kayaks, canoes, rafts and paddle boats - no
Sail boats, jet ski/craft, power boats, and anything w/ a trolling motor- yes
