Today, League of Women Voters Central New Mexico, will meet to discuss Ranked Choice Voting.  In New Mexico, voters in two cities, Santa Fe and Las Cruces, have used Ranked Choice Voting in their city elections for Mayor and City Councilors.  The election for Mayor in Santa Fe had five candidates running and in Las Cruces, there were 11 candidates.  In both elections the run off elections which take candidates and voters time and cost the taxpayers money were not needed.

While it is nice to learn about how Ranked Choice Voting works in the state of Maine, the issue today really deals with whether the League of Women Voters Central New Mexico should take a position on Ranked Choice Voting to encourage the City of Albuquerque should adopt Ranked Choice Voting.

For those interested in the longer term processes of Ranked Choice Voting, consider the experience in Australia which has been using, and refining the process, of Ranked Choice Voting for many years...more than 100.

In addition, last Fall, I was asked to head a program for our August meeting on Ranked Choice Voting.  Yesterday Mayor Tim Keller agreed to present the PRO side of Ranked Choice Voting.  I have sent out an invitation to another speaker to take the NO side. More on this program in the future.

If you are thinking about the Zoom meeting on ranked choice voting tomorrow afternoon at 1:30 p.m., here’s some more information. Two cities in NM already do ranked choice voting, Las Cruces and Santa Fe. Is this something that sounds right for Albuquerque? We’ll have a chance to learn how it works and to discuss.

Rank Deficiency? Analyzing the Costs and Benefits of Single-Winner Ranked-Choice Voting

Abstract:  In the past decade, debate around the effects of the instant runoff voting (IRV) has intensified, as proponents seek to build upon a victory in Maine to expand its use to more states. However, there has relied on unsubstantiated claims from both sides, as it has only been used in a single statewide election. This lack of information around IRV is compounded by the fact that relatively little work has been done around the behavioral impacts of IRV in a multiparty setting, with most of the elections happening in cities that lean strongly Democrat. This study seeks to better understand this reform by being the first to holistically analyze both the micro-level and macro-level impacts of IRV. In doing so, I find strong experimental and observational evidence to suggest that the negative impacts of IRV outweigh any positive effects, and that elite-led opinion may serve as a mitigating factor.

Our presenter will be Mario Jimenez from Common Cause. He is also the former deputy Dona Ana County Clerk and has actual experience with this process.
