At this time there are five elected members of the NM Public Regulation Commission, but in 2022, there will be three appointed members.

This email below from the PRC provides some color on the process.

There are, in my view, three very competent members of the PRC now.   So lets see who the Governor keeps...and who she appoints.

I think that the Election next year for Governor will decide who appoints.  At this time the candidates for the two parties are not fully known.

Thank you for your inquiry.
My understanding is that it will actually transition once the Governor is sworn in in 2023. The new Commission will be appointed by the Governor at that time.
