[Neighbors] Traffic Light at Carlisle & Coal

I noticed the traffic light at Carlisle & Coal is flashing red. It may be a pain for some drivers but it will reduce the numbers of people racing up the hill on Coal  and  to make the light.  Now these people have to stop and go at the intersection.  Hopefully it will remain this way and will help avoid car crashes.
