Friends and Neighbors, Three directors of Nob Hill Neighborhood Association
just met to evaluate neighborhood input on the subject request.

Thirteen neighbors weighed in by email or orally in support of the request.
One neighbor weighed in orally expressing concern about hours of business
and the precedent.

In accordance with the statement below, because input does not suggest
strong concerns among neighbors or directors we will not meet further on the
request and will not express an association position.

All are welcome to comment to the liquor hearing officer by emailing
donna at cabq.gov <mailto:donna at cabq.gov>  before 8 am tomorrow and to
participate in the hearing.

Friends and neighbors,

Because I was slow getting the announcement below out to the email list I
secured an extension for input to the CABQ Liquor Hearing Examiner. His
office will accept a position from us until 8 am Monday.

In lieu of the full original email I will amend the one sentence:

At noon this Sunday, Oct. 25, NHNA will evaluate input received. When input
is neutral or positive we generally don't develop an association position.
If input suggests strong concerns or directors have strong concerns we will
convene the board by zoom at 5 pm that day to explore an association
position. We will notify the email list of this special meeting if it
becomes necessary and all are welcome.

Your association has received the attached application for Craft Distiller
Offsite Liquor License, Application No. 1169973. The CABQ Alcohol Hearing
Officer will hear the request on October 27, 2020. Comments can be submitted
to  <mailto:donna at cabq.gov> donna at cabq.gov until 5 pm on Oct. 23.

 

When your association learns of a liquor license application our
representative contacts the applicant to gather information. We pass this to
our email list to gather neighborhood input. If neighbors express questions
or concerns we seek further information. We invite you to reply to all if
you have a position on this request.

.Operators of the business: Troubled Minds Inc. (David Hargis & Skye Devore,
Owners; Matt Kidwell & Zach Balmuth, Managers on Site)

.Current and recent operations with alcohol service and period of operation:
All Tractor Brewing Company locations beginning in 1999. In Nob Hill since
2011.

-Food menu: Food Service provided by neighboring restaurants and food trucks
as scheduled.

-Hours of operation; although hours of operation are not generally part of
the liquor hearing they are of interest to our members: Currently 4 pm-10 pm
during the week and 12 pm-12 am on weekends. Who knows what will happen in
the future with covid restrictions.

.Measures the applicant plans relative to security: Existing security in
place including a 3 drink maximum and 25% occupancy.

 

Attached is a call summary from APD for 118 Tulane SE.

 

At 5 pm on Oct. 22 NHNA will evaluate input received. When input is neutral
or positive we generally don't develop an association position.  If input
suggests strong concerns or directors have strong concerns we will call a
special board meeting to explore an association position. We will notify the
email list of this special meeting and all are welcome. 

 

All members of the community are free to contact the applicant and to
provide written comments to the hearing officer or attend the CABQ hearing
in a personal capacity.
