[Neighbors] proposed new Short Term Rental Ordinance

Has anyone found the need for more government regulation and taxes/fees in order to "protect the health, safety, and general welfare of Short Term Rental occupants and neighboring residents", as seen in CABQ City Council O-20-30 this week?

Is this the City giving up on enforcing existing rules against rental "party houses"?

Are city ordinances not required to have an Economic Impact Study?
