[Neighbors] Neighbors_nobhill-nm Digest, Vol 122, Issue 6

Copper Avenue is a narrow street in a residential area.  When cars park on both sides of the street it is even narrower.  One of my major concerns is that there are four schools in the area from Washington/Copper to Monte Vista.  Kids are on bicycles and skateboards. With all the booze and drugs being made easily available, I hope to God no kid gets injured or worse killed by a drugged driver.  This is classified as a Conditional Use for a good reason; it's a residential area.  In addition, due to ART, people are now speeding through residential streets, and there's nothing to stop them.  There are plenty of vacancies on Central.
For these reasons, I would not be in support of the liquor license in a residential area.Flora

Yes we need a meeting. I’m a bit confused.  It seems there are 2 entities currently under  consideration.   One is the Bodega (if I’m remember the name correctly) in the old Hey Johnny’s spot on the south side of Central.  The other is the liquor establishment on the north side of  Copper and Hermosa, where a Thai (?) restaurant operated for awhile.   I support the Bodega on Central.  I oppose having the liquor establishment in what is essentially a residential neighborhood.

Dear Karen: I share your concerns: the last “bar” situation on Central and Richmond ended in violence and murder…. but with much summer in particular

signs of things to come…young men drunk and looking to fight it out….. I am not opposed to liquor per se, just when it becomes a source of disruptive,

alcohol driven, testosterone driven, issues endangering neighborhood residents…. what put an “end” to the last episodes was essentially the pandemic

close down…. is this a prelude to a revival of the older patterns?  Are these Social Clubs a way of controlling disruptive drinking patterns?

This is a comment based on experience.

I oppose a liquor establishment at 3619 Copper.  I live on the 400

Block of Amherst NE.  I believe an establishment as contemplated is not appropriate in this residential area.  I drove by the site this afternoon and there’s a lot of construction at that location.  Has an application already been approved?

Regarding the liquor license application for 3619 Copper Ave. Back in August of 2021 the business owner hired Consensus Planning and they held a meeting(s) with NHNA for the Conditional Use Approval for this property. This was required because a tap house is not permissive in the MX-T zoning for the property. I believe the Conditional Use was approved by the city. At that time the NHNA generated a letter documenting the agreements between the neighbors and the business for items of concern like amplified music, parking, etc.

Would it be appropriate to send this letter to the liquor license board stating that it is expected that the terms will be adhered to?

-Bill

PS: At the time the subject was called "Tap house on Hermosa" so there might not be obvious that this is the same property.

Just wondering how many bars and restaurants this makes in Nob Hill. I sure wish we had that many brick and mortar retail stores owned by locals. I miss those days ?

?Measures the applicant plans relative to security: Site Security ? Full exterior coverage by surveillance cameras and interior cameras paired with standard alarm system.  North side of the building has been secured with additional fencing, removing windows and motion lights and required exterior lighting per building code.  Regarding operational security, these will be the same as High and Dry (another neighborhood location) staff is all required to hold server?s licenses and follow all alcohol service procedures per state training.

The CABQ Liquor Hearing Officer will hear the request on Tuesday, April 19.

We are attaching calls for service to APD for High and Dry Brewing, 529 Adams St NE

At 5 pm on April 13 NHNA will evaluate input received. When input is neutral or positive we generally don?t develop an association position which results in approval.  If input suggests strong concerns or directors have strong concerns we will call a special meeting and alert the community through our email list.

Areas of concern sometimes form around expected impact on community safety and quality of life and factors including but not limited to calls for APD service at applicant's existing operations and security plans. Locations near Residential Zone Districts (IDO 14-16-2-3) can be problematic, particularly if affected neighbors oppose. Hours of service and services offered are not generally part of the hearing officer?s consideration, but may affect the association?s position. Naturally, neighbor input is crucial.

We will notify the email list, the liquor hearing officer, and the applicant of the association?s action.

All members of the community are free to provide written comments to the hearing officer or attend the CABQ hearing in a personal capacity.
