[Neighbors] Tent in Alley & the Big Long Term Issues

Besides resolving the immediate problem of people camping in our alleys,
there is the general long-term issue of the homeless people in our city
and state. Last year Newark NJ announced major progress with the many
facets of this problem. There are a bunch of recent articles about it,
like this from Newark.

if I understand the explanations, it boils down to enough of the state,
city, citizen, and private stakeholders having agreed that YES, it was a
set of problems that it was worth the money and effort to work on and
they went ahead and basically increased resources in every area from
on-street social workers to nightly shelters to drug programs to low
income housing and get-back-to-work programs. They halved the number
unhoused people on the street.

I would like to attend the meeting and learn what I can do to mitigate
this problem.
Could we invite our new district 6 commissioner, Nicole Rogers? I have
spoken to cops at "cops and coffee" recently
and they expressed that their hands are tied.
Could we invite city pros who work with drug addicted and mental cases?
