Seems to me the way to at least get some real taxpayer input on ART (which will come to be known as "Berry's Folly") is to better publicize the fact that it's going to raise water bills for the ENTIRE city. Hiz Honor's spokesperson responded to the Journal article in patronizing fashion that they were glad to see the Bernalillo County water authority was "making improvements."  Like most of these projects nationwide they failed to take all the costs into account, in this case the water line re-routes, and you know there will be more cost overruns -the estimated cost already went up from when they requested Federal funds. Nob Hill along the last longest stretch of historic Route 66 needs to be nurtured, not destroyed.  The city's money could be put to much better use along Central and elsewhere.  With this climate, how about a really even more aggressive project for city-wide bike/walking paths?  If the taxpayers in ABQ proper knew water bills were going to go up in support of this ridiculous, unnecessary project, I think there would be widespread disapproval which might at least lead to an opportunity for voter input.  Frankly, it should make us wonder what's going on with millions floating around while both "democrats" and "republicans" support a project and studiously avoid input from the citizenry.
