I have been researching the laws guiding the solar rights of homeowners, especially as it protects us from harm by governing bodies.  This has been a problem for me because the city in the Lead/Coal rebuild put in trees that block my solar collection in the winter.  I think this in included in a late specific amendment to the state solar rights laws but I can’t locate it.  Others might like to look at the codes I have found so far so I am posting them here.  It seems if a person wants to defend their solar rights from a governing body they have to sue.

Good luck.
