As residents of Nob Hill we should continue to show our support for small business trying to open or stay open in our community. This particular location housed a successful restaurant for many years that had a license to serve alcohol and did so without issue.  There are also several other restaurants that are in a similar proximity to the church which sell alcohol. 

I fully support this new restaurant owners request.

Nob Hill Friends and Neighbors,

 

Our neighborhood association has received the attached application for Restaurant Beer/Wine Liquor License with on premise consumption and waiver as the premise is located within 300 ft. of the nearest church (Immanuel Presbyterian), Application No. 1176521, 3624 Central Ave SE. The CABQ Alcohol Hearing Officer will hear the request on Dec 15, 2020. Comments can be submitted to donna@cabq.gov until 72 hours before the hearing.

 

When your association learns of a liquor license application we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position on this request.

 

·Operator of the business: Clowndog LLC whose sole owner is Richard J. Bartel

 

-Contact information: richbartel73@gmail.com  and 504-4535 for Mr. Bartel. Restaurant:  admin@clowndoghotdogs.onmicrosoft.com and 255-0052.

·Current and recent operations with alcohol service and period of operation: no others. Mr. Bartel has worked in Nob Hill for several decades at Gecko’s Bar & Tapas and before that for O’Niell’s Irish Pub.

-Food menu: A hip, casual menu primarily of gourmet hot dogs and sandwiches, plus a selection of entrées, appetizers/side dishes, meal-sized salads, and desserts. 

-Hours of operation; although hours of operation are not generally part of the liquor hearing they are of interest to our members: 11 AM to 9 PM daily

·Measures the applicant plans relative to security: No specific security has been retained. Applicant states the business will take all reasonable measures to provide a safe environment for patrons and neighbors.  

We are not attaching a call summary from APD for the address since the restaurant has not opened.

 

At 5:00 pm on Dec. 10 NHNA will evaluate input received. When input is neutral or positive we generally don’t develop an association position.  If input suggests strong concerns or directors have strong concerns we will call a special board meeting to explore an association position. We will notify the email list of this special meeting and all are welcome. 

 

At such a meeting the board generally considers the expected impact on community safety and quality of life and factors including, but not limited to, calls for police service at applicant's operations and security plans.

 

Hours of service and services offered are not generally part of the hearing officer’s consideration but may affect the association’s position.

 

Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose.

 

Naturally, neighbor input is crucial.

 

We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming out of such a special meeting. 

 

All members of the community are free to contact the applicant and to provide written comments to the hearing officer or attend the CABQ hearing in a personal capacity.
