I have to agree that the new experimental lights sound dramatic, but perhaps are not the best solution for our location. Although it is tempting to buy our way out of the problem with technology, simple signage and frequent traffic enforcement sound more practical and achievable.

It's great that creative solutions are being looked into, but since this is being proposed as a "pilot test," can I ask if it has been tested on a street corridor to Lead/Coal? (two lanes, timed lights, high volume). Is this shown to actually improve safety? 

As others have mentioned, having "rest in red" lights that sense speeding could result in people speeding up to beat the red lights, and/or encourage unpredictable driving to "outsmart" the system (such as slowing down and speeding back up). In my opinion, drivers trying to beat red lights is already the most dangerous aspect of Lead and Coal. I live between the two streets, and it's crossing at the lights that scares me the most.

If there have not been traffic studies that show it actually improves safety on a road similar to L&C, a better approach in the interim would be better signage for the 30-mph timed lights, and a few flashing red lights (stop signs) such as where Lead and Coal intersect with Carlisle and Girard to slow people down.
