Normally I don’t find a need to comment on these applications but in this case I would like to say that I know, as many of us do, this owner/operator who has been in business many years. Currently , this quiet, family run businesses does not have a liquor license.

 

The amount of police calls in the attached report may be misleading to anyone who does not know this restaurant. The reason, as Tan (Onuma) has explained to me is that since indoor dining has been prohibited or limited, her location geographically (right across from the DK, formally the 7-11) has experienced a higher amount of transients who sometimes come into the restaurant and cause incidents which frighten the staff. The staff call the police – thus the high number of calls.  We all know that the streets of Nob Hill have been very, very empty during the pandemic.

 

This past year has been very difficult for restaurants, especially small restaurants in Nob Hill. The amount of empty store fronts are testament to this. Tan is looking to the future and is working hard to keep her restaurant successful. She feels, as many other restaurants have done, that adding beer and wine to her interior dining is needed and will not contribute to problems in the neighborhood.  Hopefully, we all will come together to support her efforts now and in the future!

Our association has received the attached application No.1179442 for Restaurant Liquor License (Wine and Beer under current NM law)

Thai Heritage and Vegan 3804 Central Ave SE.

The CABQ Liquor Hearing Officer will hear the request on March 23 at 9:00am. Comments can be accepted by Donna Montoya donna@cabq.gov until 72 hours before the hearing. All are welcome to comment directly to her if desired.

 

When we learn of a liquor license application we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position or a question.

At 5 pm on March 17 NHNA will evaluate input received. When input is neutral or positive we generally don’t develop an association position.  If input suggests strong concerns or directors have strong concerns we will call a special board meeting to explore an association position. We will notify the email list of this special meeting and all are welcome. 

 

At this meeting the board generally considers the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's operations and security plans.

 

Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position.

 

Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose.

 

Naturally, neighbor input is crucial.

 

We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming from such a special meeting. 

 

All members of the community are free to contact the applicant and to provide written comments to the hearing officer or attend the CABQ hearing in a personal capacity.
