I was unaware that email dialogue was an encouraged/supported format for these issues, but my wife and I both wholeheartedly support these establishments’ plan for liquor licenses.

I am copying Ms. Montoya who is the coordinator for the Liquor Hearing Officer who will place it in the record.

All are free to comment to Ms. Montoya in the timeframe in the email below.

Our association has received the attached Change of Floor Plan/Expansion of Liquor Licensed Premises application for Soo Bak Seoul Bowl, 111 Hermosa SE.  Comments can be accepted by donna@cabq.gov until March 18. All are welcome to comment directly to her.

A request of this type is not heard in a public hearing. After the comment period Code Enforcement reviews the application. Then The CABQ Alcohol Hearing Officer will review, but not in a hearing. 

When your association learns of a liquor license application we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position or a question.

·Current and recent operations of any owner with alcohol service and period of operation: Soo Bak Seoul Bowl, ***Hermosa SE, Restaurant Beer/Wine License #31448, 05/01/2019 to present

-Hours of operation: Sun: 12-8, Tues-Thur: 11-8, Fri-Sat 11-9

·Measures the applicant plans relative to security: Soo Bak Alcohol Policy: all servers have current permit, three drink limit, vertical ID's not accepted, food requirement when ordering alcohol- one drink at a time, alcohol sales only during business hours, no service to minors/impaired guest; Added Lights to help illuminate the outdoor patio area including parking lot; Install Security Cameras for safety purposes at the restaurant; Extra Staffing: help attend to guest dining in and on patio excluding the fence will be brought in nightly; Maintain staff levels to ensure minimum of two people are in building; Building sweeps done by management on daily basis, checking for graffiti, debris removal partnering with 311 and NH Ambassadors

 

Attached is a call summary from APD for the addresses.

 

At 5 pm on Mar. 15 NHNA will evaluate input received. When input is neutral or positive we generally don’t develop an association position.  If input suggests strong concerns or directors have strong concerns we will call a special board meeting to explore an association position. We will notify the email list of this special meeting and all are welcome. 

 

At that meeting the board generally considers the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's operations and security plans.

 

Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position.

 

Locations near Residential Zone Districts (IDO 14-16-2-3) can be problematic, particularly if affected neighbors oppose.

 

Naturally, neighbor input is crucial.

 

We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming from such a special meeting. 

 

All members of the community are free to contact the applicant and to provide written comments to the hearing officer.
