At our regular meeting last night your NHNA board evaluated input to the email list on this request and discussed it.

We saw nine comments in support.

We saw one expressing concern about where the patio service would take place. In discussion the applicant indicated it will be only in the covered entry in front.  

Another neighbor expressed concern about security outside the location. The applicant indicates he values security and will have one in or near the entry and others patrolling the corners of Dartmouth and Richmond NE.

 

When input is neutral or positive we generally don’t develop an association position. That is the path we are taking here. 

 

All members of the community are free to contact the applicant and to provide written comments to the hearing officer or attend the CABQ hearing in a personal capacity.

Nob Hill Friends and Neighbors,

 

Our association has received the attached application. The CABQ Alcohol Hearing Officer will hear the request on September 14. Comments can be accepted by donna@cabq.gov until close of business September 10.

 

When your association learns of a liquor license application we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position on this request. Information from applicant is in italics:

 

The Historic Lobo Theater – Lobo Lounge and Event Center will be a community gathering site for movies, live performances, and events.  We will have a small theater concession area with heat and serve food (no full kitchen), as well as, partnering with local restaurateurs in Nob Hill area , such as Zinc and Crazy Fish, to offer expanded menu items.  We will also have a bar that will serve beer, wine, and spirits, as well as non-alcoholic options to our patrons.

ˇName and address of current and recent operations with alcohol service by any operators and period of operation: Richard has a rich history in the food and beverage industry dating back to the days of Restaurant Andre and the Werewolf Café.  He is currently a leader in the commercial real estate and commercial contracting services within the city of Albuquerque.  The reopening of the Historic Lobo Theater is both a passion and service project for Nob Hill and the greater Albuquerque and New Mexico communities.  Richard hopes to bring his many years of expertise and knowledge to create a truly special experience for our patrons.  He has no current and/or recent operations with alcohol service.

-Hours of operation: Variable depending on the needs of the event center.  Concerts, movie showings, live arts will all have varying schedules.  Be assured, we are not looking to serve the late-night community.  Instead, we are striving to provide a safe and comfortable environment for members of the community to feel considered and leave with a smile on their face.

ˇMeasures the applicant plans relative to security:

We have hired a local security company to provide onsite security during events.  We have a fully wired on-site security system with cameras and monitoring for the premise.

 

Nob Hill NA has not requested a call summary from APD because the operator has no current or recent operations with alcohol service.

 

At 6 pm on Sept 6 NHNA will evaluate input received. When input is neutral or positive we generally don’t develop an association position.  If input suggests strong concerns or directors have strong concerns we will explore an association position at our regular board meeting Sept. 9. We will notify the email list and all are welcome. 

 

At that meeting the board generally considers the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's operations and security plans.

 

Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position.

 

Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose.

 

Naturally, neighbor input is crucial.

 

We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming from such a special meeting.
