I also heard the air alert siren. Isn't it often a standard test of the siren? Normally would be used for notification of a tornado or major storm headed our way?
And a lot of police activity and overhead helicopter usually means a significant crime problem in the area.

This concern of Dan is one that many have that the city needs urgently to address.
How do we find out in real and relevant time what is going on when we see police activity in and above (helicopters and planes) our homes and neighborhood?
