I've collected some information that might help people figure out the project. 

I can't tell what the next steps will be. The developer has gotten permission for the demolition, but I don't know what he's required to do next or which city department you should be writing to.

The Procedures Summary Table starting on page 383 in the IDO document shows what developers have to do to get a project approved. (It's a complex table!)
