Hello Nob Hill Neighbors:

I wanted this group to be aware of what is transpiring related to an individual who is in our neighborhood frequently. Her name is Laura Barta but she calls herself Silver. She broke into my house on Aug 4 by throwing a large rock through one of my patio doors and letting herself in. it was 10:30PM and I was in bed sleeping. She was arrested, of course. She was released shortly thereafter and returned to my property again. This was a violation of her conditions of release. I worked with the prosecutors office to help ensure she would stay in custody after that. She was held for a week or so, but was again released. Since then she has been arrested 4 or 5 additional times, the last being for hitting one of our neighbors (400 block of Solano NE) with an ax. She had been arrested 17 times prior to breaking into my house on August 4. 

I am still working with the prosecutor, Paige Mowrer. She has shared this might be difficult because Ms. Barta has been diagnosed with schizophrenia. Note: I have spoken to Ms. Barta over the years. When not on meth she engages as a normal person would. It is drugs that turns her into a nightmare. Her "husband" is Joshua Chavez and they are often together. He is also a felon. 

Please see my note to Representative Chasey and Representative-elect Anaya below. Is sent a similar note to Nicole Rogers as well. I am not without empathy for those with mental illness and wish there were more effective resources for them. I am more than willing to pay taxes to contribute here. However, being a dangerous criminal is a distinct thing. Regardless of your mental state, if you are truly dangerous, you should not be allowed to simply continue doing harm and be free to roam. 

The break-in to my house resulted in my spending $4,000 to repair and secureity. She has come back to my property twice and her husband has come once.

Hello Representative Chasey and Representative Elect Anaya.

 

I live in District 18. On August 3, a homeless person (on drugs) broke into my house while I was home and sleeping. Her name is Laura Barta. She is the person recently arrested for hitting a neighbor of mine with an ax on Sept. 10.  The purpose of my outreach is that Ms. Barta has been arrested 4 times since she broke into my house and had been arrested at least 17 times before she broke in (per court system records).

She has a mental illness but I’ve spoke with her over the years and when she is not totally high on illegal drugs she interacts like a normal person would.

 

I would like to understand what the state is doing to address this situation and the plethora of other similar situations that occur throughout the city of Albuquerque (and other locations in the state, no doubt). I will not accept an argument that she is mentally is. That is true. But she is also a criminal because she has committed a litany of criminal acts. Mentally ill or not, she’s a criminal and menace to our neighborhood. What will it take to stop the revolving door? My neighbor could have been killed. She was struck by an ax, for god’s sake, in her own yard. Ms. Barta could have been kept in custody for one of the 5 crimes that she committed just before the ax wielding incident.
