Applicant is Mesa Provisions LLC. (This is the new location for Mesa Provisions at the previous Zinc location.) See below. The Hearing Officer will hear the request via zoom on July 23, 2025. Written comments will be accepted by donna@cabq.gov until 72 hours before the hearing. When your association learns of an application, we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position on this request. You may reply to sender if you prefer. We received the information below from Jerry Hamm, agent for the request.
-Operators of the business: Stephan Riley is the sole owner of Mesa Provisions, LLC and he is responsible for all business affairs conducted in connection with Mesa Provisions.
-Contact information: Stephan Riley can be reached at the Mesa Provisions restaurant during regular business hours (Wednesday thru Sunday between 5:00 PM and 9:00 PM or via email @ info@mesaprovisions.com.-Current and recent operations of any operator with alcohol service and period of operation: For several years, Stephan Riley has had experience in the sale and service of alcoholic beverages within the Mesa Provisions restaurant and both he and his alcohol server wait staff members are alcohol server certified by the State of New Mexico in accordance with the provisions of the NM Liquor Control Act (NMSA) and NM Liquor Regulations. Mesa Provisions has never received a citation for any violation of the New Mexico Liquor Control Act or Liquor Regulations.
-Food menu: While menu offerings are changed from time to time, the Mesa Provisions menu can be viewed on its website mesa provisions.com.
-Hours of operation: Wednesday thru Sunday from 5:00 PM til 9:00 PM. Per State statute, alcohol beverage services may begin @ 11:00 AM and must cease @ 11:00 PM or whenever food service ends, whichever in the earlier to occur.·Measures the applicant plans relative to security: While the safety of customers is a # 1 priority, Mesa Provisions does not employ specific security measures other than the practice of responsible service/consumption of alcoholic beverages by customers of legal age. Under the Restaurant B License being sought, state statute requires that no more than three alcoholic beverages may served to any legal age customer per visit.NHNA reached out to Laura Kuehn at APD for calls for service at the current Mesa Provisions location, 3120 Central Ave SE. For the period January 1, 2024 – June 27, 2025, there were two calls for service, both Periodic Watch calls. This is a call where officers are checking on an address as they are available between other calls for service – someone is on vacation, certain activity has been observed by neighbors, a business check. At 6:30 pm on July 14 NHNA’s board of directors will evaluate input received from the community. Neighbor input is crucial. When input is neutral or positive we generally don’t develop an association position. If input suggests strong concerns or directors have strong concerns, we will call a special board meeting to explore an association position. At such a meeting the board generally considers the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's existing operations and security plans.Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position.Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose. We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming out of any meeting. All members of the community can contact the applicant and are welcome to provide written comments to the hearing officer or speak at the CABQ hearing in a personal capacity.#VivaNobHillGary Eyster, President<image.png>
