Friends and Neighbors, Thank you to all who expressed positions on this request. We counted 8 positive positions. A neighbor expressed concern about banquet halls and ax throwing but another neighbor said those appear to be idealized allusions to Norse culture. Another neighbor was concerned we did not get focused information about calls for service at the current location on Montgomery.. However, Laura at APD indicated that she had searched on 4 Norsemen and did not turn up any calls.

After the comment window closed on Nov. 11 your board of directors evaluated community input using the Basecamp site where we communicate. We determined the request fits the model where neighborhood input was neutral or positive and directors do not have strong concerns, so we are not developing an association position.  In our experience this has universally resulted in approval by the Liquor Hearing Examiner.

The CABQ Liquor Hearing Officer has notified your association of an application for Liquor License, Winegrower Liquor License at 3417 Central Ave NE, Suite C (lower-level opening to alley). Applicant is GDD Holdings dba 4 Norsemen’s Mead. The Hearing Officer will hear the request via zoom on November 18, 2025. Written comments will be accepted by donna@cabq.gov until 72 hours before the hearing. 
When your association learns of an application, we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. NHNA has reached out to Laura Kuehn at APD for calls for service at the Montgomery Blvd location. We will post her report here on the neighbors’ email list. 
At 6:30 pm on Nov. 11 NHNA’s board of directors will evaluate input received from the community on the Basecamp site where we communicate.  Neighbor input is crucial. When input is neutral or positive we generally don’t develop an association position.  If input suggests strong concerns or directors have strong concerns, we will call a special board meeting, announced here on the neighbors’ email list, to explore an association position. At such a meeting the board generally considers the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's existing operations and security plans.  
Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position. 
Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose.
 We will notify the email list, the liquor hearing officer, and the applicant of the association’s action coming out of any meeting.  
All members of the community can contact the applicant and are welcome to provide written comments to the hearing officer or speak at the CABQ hearing in a personal capacity.
