WestConnect Developer Selection Process Task Force,

As a reminder, our next task force meeting is scheduled for Tuesday, November 22^nd from 1-3pm PST/2-4pm MST via webinar.  We will have representatives from Brattle and ICF on the call to provide us feedback on the selection process we’ve developed to-date.  Attached to this email you will find the materials I sent Brattle and ICF for their review prior to our next call.  They include:

· 10-18-16 DSPTF Update to PMC_final – latest task force update to the WestConnect Planning Management Committee.  I provided this because it contains a number of proposals from the task force with regard to various developer selection process steps.

· 10-26-16 DSPTF Meeting Presentation_modified 11-3-16 – last task force meeting presentation updated based on feedback received during the meeting; process steps/timeline within this presentation is the most recent; this presentation also contains our current proposal with regard to the evaluation/scoring of bids

· 10-26-16 DSPTF Meeting Summary – summary of the last task force meeting

In addition to providing this background information, I asked Brattle and ICF if they could specifically review and provide feedback regarding these following topics:

· Process for selecting an independent evaluator (IE) and selecting from among a pool of IEs once projects are known

· Presentation of bids to the IE (is this important or just helpful; should these presentations be public/non-public; would this create concerns/issues as it relates to the transparency of the process; etc.)

· The overall proposal for the evaluation/scoring approach
