Don’t know where your understanding came from but the task force has NOT developed a straw proposal.  We have been directed by the PMC to develop a procedure which we have done, we have updated the PMC monthly on our progress, and have  made it very clear to the PMC that this document would be up for PMC approval sometime during Q1 or Q2 of 2017 after first undergoing review by the TTF and we have received no feedback to the contrary.  Xcel Energy has been well represented in the effort and has made no statements as far as I can recall that we are developing a straw proposal.  Please call me if you have any questions or want to discuss further at (602) 371-6909.

All- I wont be able to join the call today, but here are a couple of potential edits for your consideration. The edits make it clear that this document is one proposal and that if West Connect were to implement, we would need to file tariff changes first. The concept is to take this work product mark it as compete and put it on the shelf for now to revisit in a year or two.

 

It is my understanding that this document itself would not be approved by WestConnect in its current form anyway.

WestConnect Contract and Compliance Subcommittee (CCS),

 

A CCS meeting has been scheduled for next Friday, March 31st from 2-3pm PDT/3-4pm MDT.  Webinar/call-in information can be found below. 

 

The purpose of this meeting is to discuss Bob Smith’s request to the Tariff Task Force for their review and feedback on the first draft of the WestConnect Transmission Developer Selection Process Procedure Document.  Bob is the Chair of the Developer Selection Process Task Force (DSP TF), and the procedure document is a work product of the DSP TF.  Bob’s email to Steve Williams/the CCS is attached, as is the draft procedures document.
