Don’t know where your understanding came from but the task force has NOT developed a straw proposal. We have been directed by the PMC to develop a procedure
which we have done, we have updated the PMC monthly on our progress, and have made it very clear to the PMC that this document would be up for PMC approval sometime during Q1 or Q2 of 2017 after first undergoing review by the TTF and we have received no feedback
to the contrary. Xcel Energy has been well represented in the effort and has made no statements as far as I can recall that we are developing a straw proposal. Please call me if you have any questions or want to discuss further at (602) 371-6909.

All- I wont be able to join the call today, but here are a couple of potential edits for your consideration. The edits make it clear that this document is one
proposal and that if West Connect were to implement, we would need to file tariff changes first. The concept is to take this work product mark it as compete and put it on the shelf for now to revisit in a year or two.
It is my understanding that this document itself would not be approved by WestConnect in its current form anyway.
