Ed,

If this was the first time, I would not be so annoyed.  However, during the
run-up to the primary there were a number of problems with the SOS's
elections site and they were not fixed.  One result was that some voters
submitted numerous requests for a ballot.  Every extra application
made more work for the county clerk's staff.
