Yes, it is the civil rights bill. It was the recommendation of the Civil Rights Commission created in the last session.

I didn't want to slow down the meeting if everybody else knew
this, but I was confused about the brief qualified immunity
discussion, and I'm not clear where it fit in on the provisional
tracking sheet. I think it was brought up in the context of "Civil
rights bill"? I looked up qualified immunity -- turns out it's a
legal principle that grants government officials (I think police
officers were mentioned) performing discretionary functions immunity
from civil suits -- but I'm not familiar with the NM bill that would
relate to that. Is there a bill number from the last session that I
could read? Is this the "Civil rights bill" mentioned on the
provisional tracking sheet? (I think that's where we were when
the discussion veered off into qualified immunity and I got lost.)
