Note that the the funding for HB83 (300 million) in in the HB2 (budget)
that has been passed by the House Appropriation & Finance Committee and
will most likely passed the full house. That means this bill no longer will
a viable bill. That is the way it is with appropriation bills.
Also means that SB3 (companion bill to HB83 may not be heart in any further
committees. Since the Chair of Senate Finances is the co-sponsor of both
bills I assume the 300 million will stay in the budget when it goes to the
Senate
We will have to do investigation on the appropriation for HB99 and SB4 to
see if that funding was included in HB2.
Tracking appropriation bills is different than tracking non-appropriation
bills.
They are either included in the budget or not. But if the House doesn't
include it the Senate can add it. The budget then goes back to the House ot
concur with the Senate version. This is usually just a formality, but not
always.
