[LWVNM Action] Don't use a marker on your absentee ballot

It does bleed through, but does not spoil the ballot.  The same thing
happens with in person voting where they provide the markers (Sharpies).
The ovals on the back are offset, so the tabulator can still read the
answers.  Still, I think it's better to use a pen, just more work because
the oval must be filled in.
