[LWVNM Action] Note on why bills heard in Committee are not changed

On the LWVNM tracking sheet you may note that some bills have a date as
being heard in committee and that it doesn't show the next committee. That
is because the Committee report has to be read in on the House/Senate floor
before the website indicates a bill as voted on

The Senate meets on the floor today and the House meets tomorrow so there
should be updates soon.
