[LWVNM Action] HJR 9 (exception to anti-donation clause for broadband)

We didn't discuss HJR 9 at Friday's meeting, but it's coming up for
discussion on Monday morning along with HB10 (the broadband bill we
support). HJR 9 proposes a constitutional amendment to add
"essential household services" (infrastructure that allows internet,
electric, natural gas, water or wastewater services to be connected
to a domicile) as an exception to the anti-donation clause, so the
state could help subsidize (for example) fiber for broadband that
for-profit corporations aren't interested in installing. It's
sponsored by Allison and Chandler.
I support HJR 9 personally, and I think we can support it under
our high-speed internet position, but I wanted to check with you
experts before saying so at the committee hearing.
