[LWVNM Action] Helpful briefs related to legislation, esp. education- including expenditures, revenues, tax polixy, etc

These presentations were made yesterday to the Legislative Education Study
Committee, knowing that over half of NM's budget goes to public ed and
higher ed.
Lots of legislation has already been filed in the House and Senate (though
Senate bills aren't currently possible to add to My Roundhouse if you use
that for tracking). 
 
LWVNM has not endorsed any of these proposals, so I am sending as background
reading only.
