[LWVNM Action] Early filed legislation

The open primaries bill allows parties to opt out so we have not supported
this in the past.
We do not support individual appropriation bills because it would entail us
choosing from our many priorities.
The exception is when money comes from a specific source like the
permanent fund for education.
That is why we support revenue bills.
