[LWVNM Action] SOS site for all 2023 passed legislation

There is text saying "Open File" which is styled like a link, but there's something wrong with the website so I can't click on those link-looking things.

Using other means to look at the web page's source (the DOM inspector, for anyone who cares) I can get at the links -- but they don't have messages. Or at least the first one I looked at, on SB83 "Cramming", doesn't: it goes to 
https://klvg4oyd4j.execute-api.us-west-2.amazonaws.com/prod/PublicFiles/ee3072ab0d43456cb15a51f7d82c77a2/55bd06e7-55c7-481e-b02a-132121426810/SB83-2023.pdf
which is a scan of a big certificate saying it was pocket vetoed (what's up with those silly certificates, anyway?) followed by a scan of the bill. No message.
