[LWVNM Action] HJR2 - Eliminate Pocket Vetoes goes on the 2026 ballot

HJR2 that eliminates the pocket veto goes on the ballot. If passed by the voters, it would require that the Governor give a message (reason) when she/he vetoes a bill. This is a plus for transparency & accountability.
