[LWVNM Action] Oil & Gas industry get their way in the final NM tax package

Thought the industry had been defanged, but not totally, I guess.
Hopefully the Governor will sign SB23 - Increase in oil & gas royalties. That money goes into the Land Permanent Fund, not the general fund.
