[LWVNM Action] NM primary

One consideration I haven't heard anyone even *mention* is that
this change requires legislative action:

   Chapter 1 - Elections
   Article 8 - Nominations and Primary Elections
   Section 1-8-11 - Primary Election Law; time of holding primary.
 
   A primary election shall be held in each county in this state on the
   first Tuesday after the first Monday in June of each even-numbered year. 
 
Is it a given that the Legislature will make this change in 2027? Or is
the Democratic party planning to hold--and fund--their own private
primary? Or is there something else I'm not understanding?
