[LWVNM Action] Clear Horizons Act

It didn’t make it. James Kenney told Cervantes that it would be possible
for Dona Ana County could get approval from the feds if  the state
legislature passed a different bill allowing it to operate outside the
state laws. Bernalillo County has its own regulatory authority.
