[LWVNM Action] progress indicator on tracking sheet

I added a colored progress graph to the tracking sheet that lets you see at a glance how far each bill has progressed along its journey, and how many committees it still has left to go. For instance, scroll down to HB50 and SB1 under health care, which have passed and are just waiting for the Gov's signature.

I've also added links to the bill pages on Ed's site (if you click on the bill number, you still go to nmlegis.gov, but if you click on the bill title, you go to Ed's nmlegiswatch.org), and I fiddled with the colors and layout of the page because it was starting to look cluttered with the extra information.

I hope this helps with keeping track of which bills are moving. I'm not a graphic designer, so feedback is welcome.
