[LWVNM Action] 2026 chaptered legislation

The list of signed bills on the governor’s website is the same as the one
the SOS posts after the governor signs because chaptering only happens
after the governor approves.
Mysteriously and weirdly HJR5 is missing from the SOS list of
constitutional amendments. Only the Timing of School Elections is showing
up.
