[LWVNM Action] 2026 chaptered legislation

Hey, Rebecca!
Glad you are at the CA helm and coming back.

I sent Akkana California’s SOS explanation of chaptering. It’s much more
helpful than NM’s. I think the term has been used for centuries because a
new law literally becomes a new chapter in the statute book/laws of a state
or country.
