[Awclist] (Alamosa) Valley Courier Water outlook less than promising

Looks like the Rio Grande runoff will be a little less than last year, but the runoff season for the Chama could be quite interesting since it appears that there can be no up stream storage (ie El Vado  inflow will match the outflow so we'll see some nice peak flows). This also means that there won't be much water available for the release season on the Chama.
