[Awclist] Registering/Titling rafts

Everything I've read on the MVD website says a raft does not need to be 
titled in New Mexico unless it has a motor on it.  I'm heading to 
Cataract Canyon next week and that's the only place I've wanted a motor. 
Sounds like the rangers are patrolling more than they used to, so I 
just jumped though that expensive hoops to register my 16' Cataraft.  
Actually Sotar makes my tubes 15' 11", which I think is hilarious, so 
I'm not subject to the stupid things that begin to apply for 16' boats 
or bigger.  At least the Type II throwable Device can be replaced with a 
commercially made throw bag with at least 40' of rope in it.

I'm curious if anyone else bothers to Title their big rafts.  The uh, 
'staff' at the MVD offices [I'm remaining civil just like I did with 
them yesterday and the day before that], swears that ALL boats (they say 
over 12' - it's actually over 10') have to be titled; but this page 
clearly says otherwise:

I'm done; there's $250 less in my bank account now; but I'm legal for 
UT with my 6HP outboard!  Woo Hoo!

Tax on vehicles is still 3%, right?  I was hit with 7.5%  for my boat 
yesterday.
