[NMCycling] Double Eagle TT series

A big thanks to all the racers, volunteers, RGRT and NM Devo and especially
our results wizard Tim Schoeny for making this year's TT series a successful
event!

For the final race in the series, Aug 23,  we are reducing the online
registration to $20 with no additional USAC fees tacked on, so a full  $10
savings (as well as time savings) over same day registration.
