Hawke,
Do you know if the concern about too little bike (tip-toeing through the
course on 22s only to be stranded with a broken wheel or after several
flats) or too much (mountain bikes)? The wording could go either way.
It's his race so more power to him and if it's the former that makes
sense to me. But excluding a safe option that someone might have, find
faster, or be most comfortable on feels like the sort of thing that a
lot of people took up gravel riding to get away from. Just my two
cents- and like I say, it's his party so he can do whatever floats his
boat.
