While it is clear riding in groups is going to be frowned upon, though that has been the case for a while now, the squishiness with the new order is the definition of "in public". Hard to see how a solo rider at considerable distance from others presents heightened risk. In fact, take a look at what I found on the CDC website: 

"To reduce the spread of COVID-19, CDC recommends that people wear cloth face coverings in public settings when around people outside of their household, especially when other social distancing measures are difficult to maintain."

My read of that suggests masks offer no incremental protection where social distancing can be maintained. Perhaps using that as part of the argument you send the Gov will go some distance in getting more thoughtful policy.
